The Environmental Legal Assistance Center (ELAC) recently distributed the book, entitled: "Mending Nets" to the police prosecutors of the coastal municipalities in the province of Bohol. The distribution was made during the prosecution training conducted by the Legal Assistance for Effective Law Enforcement Program (LAELEP) which is jointly sponsored by the Integrated Bar of the Philippines (Bohol Chapter) and the Provincial Government of Bohol.
Executive Director Raul Barbarona of ELAC said the book serves as a field guide for prosecution of coastal laws. It can also be a valuable source of information for judges, local government leaders, non-government organizations and the media. The book was originally written in 2003 by a team of lawyers headed by Jose Andres Canivel. The revised edition was written by lawyers Robert Chan and Teodula delos Reyes. It was reviewed by the lawyers of the Philippine National Police, Department of Environment and Natural Resources, Bureau of Fisheries and Aquatic Resources, Department of Interior and Local Government, Department of Justice, Office of the Solicitor General and members of alternative law groups. PNP Chief Avelino Razon, in endorsing the book said, the Code of Conduct and Ethical Standard provides that all PNP personnel shall help in the development and conservation of natural resources for ecological balance and posterity. The book is being published by ELAC under the auspices of the Fisheries Improved for Sustainable Harvest (FISH) Project of the United States Agency for International Development (USAID). It will be out by the middle of this October and will be distributed to coastal police stations, registered fish examiners, major libraries and law schools.
