Our executive director joined ELAC in 1996 as an area-based volunteer lawyer in Tagbilaran City,  Bohol.  When ELAC established an area office in Bohol in 1997 with the support of the FORD Foundation, he was appointed as its first coordinating lawyer.  However, in 1998 he was elected as vice mayor of the municipality of Loon, Bohol and was reelected for another term in 2001.  As a non-staff, he served as President of the Board of Trustees (BOT) of ELAC in the year 2000 to 2004.  After his term as a municipal vice mayor ended in 2004,  he did not seek reelection for his last term and accepted the appointment as Executive Director of ELAC.  He also served as the president of the board of trustees of the Bohol Alliance of Non-Government Organizations (BANGON) in the province of Bohol in the year 2006 to 2008.  He also sits as the vice chairperson of the Central Visayas Network of NGOs (CENVISNET) and sits as a member of the board of trustees of the CODE-NGO, a national coalition of development NGOs in the Philippines.
